2023 State Ethics Compliance

  • The Commonwealth of Massachusetts requires every public employee and/or volunteer, paid or unpaid, to complete ethics training every year.  Traditionally, this training has been to either watch a video series or to review print materials, take a test and then forward a certificate of completion to the Business Office. That process has changed.  The state Ethics Commission created a new online training program and learning management system designed to streamline and automate the required annual compliance process. This system went live on January 12, 2023 and is accessible by either a mobile device or computer. The online system requires ALL public employees and/or volunteers to self-register in order to gain immediate access to their personal profile.  This is hosted on the state’s secure website and can be accessed by using the following link:  https://massethicstraining.skillburst.com/User/index.php

    • The first step is to register and set up an account.  (You should see a box labelled “sign in or create an account to complete the education requirements”) Once registered you will have 30 days to complete. 
    • The next screen will ask you to sign in using your email (this can be your school email or private email), select your organization “Greater Fall River Vocational Technical High School, Diman (you will have to scroll as districts/agencies are listed alphabetically), and then click on the green box labelled “get access”
    • The next screen will ask you to create your password. 
    • Once you register and set up an account, you will be directed to the next page for the training.
    • Click the “launch” button in the box labeled “Acknowledge Receipt of the Summary of the Conflict of Interest Law for Municipal Employees”
    • Click the “launch” button in the box labelled “State Ethics Commission Conflict of Interest Law Training”
    • This will take 1 hour to complete and unfortunately, you cannot fast forward through the slide deck.
    • Upon completion, the MA State Ethics Commission will send you a certificate of completion.  You are no longer required to provide a copy of your certificate as it will automatically be placed on file with the state and sent electronically to the city clerk’s office.

    The deadline to complete this training is 30 days from date issued.
