On the basis and conditions of state law, government regulations and agreements with employee groups, payroll deductions will be, or may be made for the following purposes: 

1. Federal and State income tax
2. State retirement system
3. Health, accident and term insurance
4. Annuity programs
5. Dues for collective bargaining units.
