GREATER FALL RIVER VOCATIONAL SCHOOL DISTRICT COMMITTEE
MINUTES OF REGULAR MEETING
APRIL 12, 2016
The regular meeting of the Greater Fall River Vocational School District Committee meeting was called to order at 5:36 p.m. by Chairman Paul Jennings of Westport, with the following persons in attendance: Jeffrey Begin of Swansea, Donald DiBiasio of Somerset, Thomas Chace of Fall River, Joan Menard of Fall River, and Rajiv Nehra of Fall River. Also in attendance were Marta Montleon, Superintendent-Director; Deborah Kenney, School Business Administrator, Kyle Alves, Assistant Superintendent/Principal, and Atty. Gregory Brilhante, Legal Counsel.
The roll call was followed by the Pledge of Allegiance to the flag.
It was moved by Mr. DiBiasio, seconded by Mr. Chace, and voted unanimously to dispense with the reading of the March 10, 2016 minutes and approve them as recorded.
It was moved by Mr. DiBiasio, seconded by Mr. Chace, and voted unanimously to dispense with the reading of the March 16, 2016 minutes and approve them as recorded.
Student representative, Nick Simbro, gave a report of student organization activities including sports, key club, and student government.
The following personnel changes were reported:
Mrs. Mary Ferrarini, math instructor – dept. head, has submitted her revised letter of intent to retire, effective June 30, 2017.
Mr. John Pimentel, has been appointed HVAC Dept. Head upon the retirement of Mr. Robert Parks on June 30, 2016.
Mrs. Elizabeth Hyde, has been appointed as a Health Assisting Instructor for the 2016-17 school year at Step 13 ($77,496) plus C+B+M+30 ($8,011) for a total salary of $85,507.
It was moved by Mr. DiBiasio, seconded by Mr. Chace, and voted unanimously to appoint Warren Rodgers, 118 Whitter Street, Fall River, MA as an industry/community member of the Plumbing program for a term of three years.
Attorney Brilhante reported that the Preliminary Screening Sub-Committee met on April 8, 2016. Attorney Brilhante reported that the four finalists for the superintendent-director interviews are Thomas Aubin, Michelle Sylvaria, Kyle Riley and James Quaglia. The interview schedule is being prepared. Attorney Brilhante asked the members to review the list of questions provided, each member submit three questions to Ms. Thompsen and two of the three questions will be chosen for the interviews.
Mr. Alves reported that the Admission Policy has been updated and accepted by the Department of Elementary and Secondary Education (DESE) Career/Vocational Technical Education (CVTE). It was moved by Mr. DiBiasio, seconded by Mr. Chace, and voted unanimously to approve the Diman Regional Vocational Technical High School Admission Policy as submitted.
It was moved by Mr. DiBiasio, seconded by Mr. Chace, and voted unanimously to approve the following expenditures: Advance Notice Advertising – Superintendent-Director advertising - $9,043; Apex Learning – Comprehensive Course – 12 month unlimited enrollment subscription - $14,000; Beacon Integrated Solutions – Engage a qualified solar firm to develop, construct, own, operation and decommission solar photovoltaic assets on public land - $12,500; Comprehensive Autism Consulting – projected cost for remainder of year for Autism Consultants - $20,000; Edward Rowse Architects - 1,225 sq. ft. Bio-technology lab and 1,065 sq. ft. physics lab - $59,000; Frontline Technologies – Aesop – start-up cost ($3,500); Aesop – annual subscription ($6,400) - $9,900; Gronk Fitness Equipment - Assault air bike; life fitness activate upright bike series; life fit integrity recumbent cycle domestic; life fitness activate elliptical series; life fitness integrity treadmill series; M1 hirise Gronk rower; delivery charge/assembly - $27,159; Harris School Solutions – Ipass maintenance & support – 90 day prorated extension - $5,210; Hunter Engineering Co. - Hunter Bl 505 DC-AB Digital Pro Lathe with bench; Hunter #20-2615-1 Elite Cone Adapter Kit with dust containment system – Auto Tech - $9,480; JDI Productions - Staging services for 2016 graduation; sound services; DVD reproduction; camera and op for picture in picture video - $7,850; M&M Contracting - Remove glue room in Carpentry shop. A 6” concrete roof, block wall and reinforcing will be removed and disposed of. Flooring and area around work zone will be protected with plastic sheathing and plywood - $9,925; Naviance Inc. – Naviance Total Software Solutions for 1,400 students; professional services for year one only (PPS) - $8,925; Pro AV Systems Inc. HP Smartbuy Chromebook (75 total) (SpEd) - $16,779; Retrofit Technologies – 24 HP Elitebook laptops and 2 HP Ultraslim docking stations - $22,833; Retrofit Technologies – 2 HP servers per specs - $20,523; Securadyne Systems – additional identified camera areas and risk zones - $8,058; Securadyne Systems - 1st floor – intrusion; 2nd floor – intrusion; sports field – booths; sports field – equipment shed; LPN – intrusion - $99,074; Simons Supply Co. - Modine heat AHU, condensing unit 3.5T incl. eqp. listed: cased coil; line set; TACO I-WORX VAV control with outside air flow measuring/compensation and humidification/dehumidification control; and TACO I WORX LC13 main controller - $32,037; SkillsUSA Massachusetts – registration for state competition - $34,475; W.B. Mason – 12 science tables; table for instructor; 25 student chairs and shipping/handling - $9,890; Wiseguy Productions – video production – 2016 graduation - $9,200; and, W.W. Grainger Inc. – Custom Lista cabinets (Machine Tool) - $7,500.
It was moved by Mr. DiBiasio, seconded by Mr. Chace, and voted unanimously to award the bid to New England Collision Equipment, Inc., 11 Chicatabut Avenue, Norfolk, MA for one In-Ground Frame Machine for the Auto Collision program for the price of $76,600.
It was moved by Mr. DiBiasio, seconded by Mr. Chace, and voted unanimously to award the bid to Rice Machinery, Inc., 1104 Pontiac Avenue, Cranston, RI 02920 for four (4) Kent USA TRL-1340/1340V Precision Lathes for the Machine Tool Technology program for the price of $45,300.
Mr. Jennings provided a report on the Housebuilding/Facilities Sub-Committee meeting that took place earlier in the day. Mr. Chace asked about the baseball field project. Mrs. Kenney stated that she will report back on the project. Mr. Aubin further provided a report on the Housebuilding project. Currently, the District is below the $139,000 threshold on spending for the project. The Open House will take place sometime in June. If all goes well, there should be another house with Community Development for the next school year.
It was moved by Mr. DiBiasio, seconded by Mr. Chace, and voted unanimously to approve David Viveiros as the 2016 Honorary Diploma recipient and John Viveiros as the 2016 Distinguished Graduate recipient.
It was moved by Mr. DiBiasio, seconded by Mr. Chace, and voted unanimously to give Mr. Gary Braz, a Class of 1972 honorary diploma.
Mrs. Kenney provided an overview of the monthly financial report. She explained that she will bring any negative accounts to the June meeting.
It was moved by Mr. DiBiasio, seconded by Mr. Chace, and voted unanimously to approve the request from the American International College for the use of a classroom on May 25, 2016 from 3:15 p.m. to 5:15 p.m. for an informational meeting. The fee for the use of the classroom is $100.
It was moved by Mr. DiBiasio, seconded by Mr. Chace, and voted unanimously to approve the request from the Fall River Chamber of Commerce for the use of the cafeteria, auditorium, and gymnasium on Friday, March 10, 2017 for set-up and Saturday, March 11, 2017 from 7:00 a.m. to 8:00 p.m. to hold a Home and Garden Show. The customary custodial fee will be charged.
Mrs. Montleon gave her monthly report of school accomplishments and special events. Mr. Chace asked if a senior is notified at the end of the school year whether they will continue employment with the cooperative education program employer. Mrs. Montleon explained that it is the employer’s decision to continue employment. Once a student graduates, the co-operative education program terminates. Mr. Aubin further explained that the cooperative education coordinator works with the employers to employ students after graduation.

There was a discussion about having area legislators visit the school. A visit will be scheduled for September.
It was moved by Mr. DiBiasio, seconded by Mr. Chace, and voted unanimously on a roll call at 6:12 p.m. to rise to Executive Session for the following: Pursuant to M.G.L. c. 30A, §21(a), paragraph 3, to conduct strategy with respect to collective bargaining if an open meeting may have a detrimental effect on the bargaining position of the public body and the chair so declares: DTA Demand to Bargain – Understanding by Design Process; Pursuant to M.G.L. c. 30A, §21(a), paragraph 2, to conduct strategy sessions in preparation for negotiations with nonunion personnel or to conduct collective bargaining sessions or contract negotiations with nonunion personnel: Executive Assistant to the Superintendent/Secretary to the School Committee Contract – Lucy Thompsen.
It was moved by Mr. DiBiasio, seconded by Mr. Chace, and voted unanimously on a roll call at 6:25 p.m. to rise into Open Session.
